In a bold move to deepen data-driven governance and strengthen statistical systems in Kaduna State, a high-level delegation led by the Honourable Commissioner of the Kaduna State Planning and Budget Commission, Hon. Mukhtar Ahmed, recently concluded a strategic study tour to the National Institute of Statistics Rwanda (NISR).

The tour, which took place from April 29 to May 1, 2025, was facilitated by the Rwanda Cooperation Initiative (RCI) and supported by the Natview Foundation for Technology Innovation (NFTI). The delegation included the Statistician-General of Kaduna State, Dr. Bukar Alhaji Bukar, the Head of the Project Technical Coordination Unit (PTCU) at Kaduna State Bureau of Statistics, KDBS, Hajia Amina Aliyu Lami, the Executive Director of NFTI, Mr. Nuradeen Maidoki, and members of NFTI’s technical and communications team.

The study tour was designed to expose Kaduna’s senior leadership and the Kaduna State Bureau of Statistics (KDBS) to best practices in national statistical coordination, strategic planning, administrative data systems, and transparent data communication—hallmarks of Rwanda’s globally respected model. Through a series of high-level engagements, technical sessions, and institutional site visits, the team explored how Rwanda has embedded data into the heart of its policy planning and national development frameworks.

A standout highlight was the session with NISR’s Director General, Mr. Ivan Murenzi, who emphasized the importance of government ownership of statistical systems. The session also showcased Rwanda’s investment in digital infrastructure, talent retention strategies, and real-time survey monitoring systems powered by technology such as GIS, CAPI, etc.

Another key session focused on Rwanda’s National Statistical System (NSS), its coordination frameworks, and how it supports national and global development goals. The delegation was particularly inspired by the use of technology for transparent statistical communication, ensuring data is understood and used by decision-makers and citizens alike.

Following the study tour, NFTI will be supporting KDBS in drafting a strategic plan, developing a statistical communication framework, and facilitating internal step-down training for senior and junior staff members. The delegation also intends to produce a post-tour policy brief and formalize technical partnerships with NISR.
